Contacts in Higuey or Aduana?

OK, a little introduction. I served in the East Mission from 91-93, then returned to the DR last summer to do education work as a volunteer in Guayabal (a little village in the mountains above Padre Las Casas, in the West Mission). I was scheduled to be there a year, but I got typhoid and had to come home after just 4 months. In June of this year, I returned to visit with a friend, Sara Jordan, who served in the DR before the missions split. She now works with the Utah State Health Department, Bureau of HIV/AIDS. While we were visiting one of her old areas in Higuey, she ran into a member of the Church she knew who is living with full-blown AIDS. Higuey has been hit very hard by HIV because of its proximity to various resorts and thus to large-scale prostitution. Many people are infected, including (inactive) Church members. Services are, needless to say, horribly inadequate.
Sara and I are now spearheading Project SIDA, an attempt to gather medical supplies and clothing for shipment down to people living with HIV in Higuey. Response has been really good, so now our problem is getting the stuff down there. Since neither Sara nor I can afford to travel to the DR ourselves at the moment, we're trying to expand our network of contacts in Higuey, so we can find some reliable people to take charge of receiving and distributing the items we've collected. We're particularly interested in establishing contacts with people who work in aduana so as to minimize THAT hassle.
Also, can anyone tell me who's in charge of planning the various DR mission reunions this October?
