Well, you could say it either way, that is, Neiba or Neyba. Technically, it should be written Neiba (it's an indian name witten in a way a spanish speaking person would write; there's not reason to write it Neyba; and by the way, both are pronounced the say way). However, old maps show the name Neyba and sometimes Neiba. Now, you have to understand that Spanish spelling changes over time. We used to write cyudad (city) in the past, but we now spell it, ciudad. Hope this helps :-)
