I finally got the first letter from my son on July 3rd. It was written June 14th. The letter the mission president sent out arrived the 5th. My sons letter that was included in the Presidents envelope was written before the one on the 14th. I just plan on waiting for a long time! From what I understand they do still use the "pouch" system. That's what my son called it.
