Stories: Something mission from that dedicatory prayer

| I must have read that dedicatory pray a dozen times, and an important part that was present in earlier versions seems to be missing. I recall a sentence about a stake of the church being established in Mongolia in 1999 or 2000 or as the Lord so desires (obviously paraphrased). Was this part deleted? I hope that because two strong districts were formed instead of one weak stake many didn't brush it off as an unfulfilled prophesy. Perhaps the "as the Lord so desires" is the correct prophesy.
Am I the only one who remembers this part?
